The registration act demands all superheroes to reveal their identities in this case to gain public's trust of how can they count earth's safety on the meta-human beings.
In the other side, steve rogers heard about the act and decided to deny it knowing superheroes must hide their faces in order to Protect their families from being assaulted in secrecy by an unknown party.
